This Technical Bulletin is advisory. It recommends a course of action that Property Managers (PROM’s) with responsibility for aviation bulk fuel installations constructed to the NATO protected design should follow, to check the integrity of the ‘oily-water’ drain from the Pumphouse to the oil interceptor.

It should be noted that some aviation bulk fuel installations may have been designed and constructed to the NATO protected design but are not designated as NATO facilities. No work involving expenditure on an MOD account is to be entered into without authority from the Property Manager or the appropriate MOD officer for that location or facility. The patron of this Bulletin is the Defence Fuels and Lubricants Distribution Committee.

This Bulletin should be brought to the attention of all Top Level Budget Holders (TLBs), Project Sponsors, Defence Works Advisers, PROMs and Officers/Managers with responsibility for aviation bulk fuel installations. For MOD Establishments occupied by United States Visiting Forces (USVF), the responsibilities of PROM, EWC and WSM are jointly held by the USVF and DEO(USF). At base level this jointly managed organisation is to take appropriate action to implement the contents of this Bulletin. Where this Bulletin contains procedures which differ significantly from USVF practice, a DEO(USF) Code of Practice section will be issued. . 3. 4. 5. BACKGROUND 6. NATO protected aviation bulk fuel installations comprise of one or two semi-buried tanks, a Pumphouse, two dispense/offload points, a standby generator and a Control Room. The tanks are encased in concrete and provided with a covering of earth. A typical layout is shown at Appendix A of this Bulletin. Two uncontrolled fuel spillages have recently occurred on the MOD Estate. In each case the spillage emanated from within the Pumphouse. The designed drainage path for such a spill is from a recessed gulley in the Pumphouse via a vitrified clay pipe from the Pumphouse to an oil interceptor.

It was noticed that, in both instances, the amount of aviation fuel recovered from the interceptor was considerably less than that lost from the main storage tanks. Upon investigation using CCTV of the drainage path from the Pumphouse to the interceptor, it was discovered that in both cases the clay pipe had failed approximately 3m from the Pumphouse. March 1999 1 7. Failure of the ‘Oily-water’ Drainage System at Aviation Bulk Fuel Installations A review of the original Handover documentation determined that the clay pipes had been subject to, and passed, a pressure test at time of installation.

It is considered that the clay pipes may have failed due to heavy vehicular traffic over them during the construction of the earth mound for the main storage tanks. The construction of the mound would have taken place after backfilling and testing of the clay drain. APPLICATION 8. This Bulletin only applies to aviation bulk fuel installations with earth mounded vertical tanks to the NATO Protected Bulk Fuel Installation design. RECOMMENDATION 9. PROMs are advised to undertake a two stage level of investigation of the ‘oily-water’ drain from the Pumphouse to the oil interceptor to confirm, or otherwise, the integrity of the clay pipe.

The first stage of the investigation is a water test to BS 8005 Part 1: 1987 – Guide to New Sewerage Construction. If the drain fails the water test then the second stage of the investigation to be implemented is a CCTV survey to ascertain the extent of failure of the drain’s integrity. This Bulletin only applies to operational aviation bulk fuel installations. It is recommended that installations which have been temporarily decommissioned should be investigated prior to them being brought back into operation. This investigation is recommended as a precautionary measure.

If a spillage in the Pumphouse occurs and the drainage system is damaged there may be serious environmental and Health and Safety consequences. 10. 11. 12. For the purpose of co-ordination of responses, the results of surveys should be advised to the single Service Representatives within the Defence Fuels Group and the Defence Estate Organisation.
